What do you mean that an issue stops to be an issue, if it is noticed?

Well, once you realize what you need to work on, it becomes a task. A problem is something like when a person doesn't have legs... even there some make it into a task and solve it. If I understood you right, an issue turns into a task once you notice what you need to do about it?
Problems and task are both to be solved, I think, but the matter is about the attitude toward it: A task is just something you want or need to do, but a problem is something more like must-get-rid-of-because-it's-horrible thing.   _________________ "As you think, so shall you become." - Bruce Lee

I have noticed that if I have a lot to do, it takes time from doing if I plan too much what I need to do next. But in the other hand I feel that I am not efficient enough if I only do one thing at a time. And sometimes I may keep thinking if I had done it good enough, even when I am already doing some other task.
To be effcient with my tasks, I would need to concentrate on one at the time. I don't think I can own the time I have, it's given to me, and I cannot control the distractions, but I can do what I do in the situations, and how the distractions affect me.

All time-management starts and ends with purpose... Just read an article, not in English, about concentration camps tactics. One definition of over-stressing is over-focusing in the present so much that past and future stops existing. Keeping in mind a future goal helped some prisoners find meaning in their current situations, survive and use their experience for future generations. Past is indeed the stock of information, and it works as a base for learning. I wouldn't say it was for collecting good memories, however.
Don't get me wrong, collecting happy moments can be a good thing, but the moments become happy or unhapy depending on the angle of the approach to the memory. I've noticed that even when I'm doing something else, my mind keeps thinking on another problem in background. I mean to say that I'm 95% in the task at hand without getting distracted by something or someone else, but other 5% are focused on something else and when I finish doing one thing and start doing something else I may already have a solution or a good idea of what I'm going to do next.
And about thinking what you could have done better, differently... There's no point in it, I think. What's done is done And all your fretting about it won't allow you to go back in time and change things. Of course, you may decide to change something you still can influence, but usually there's no point in this too. That is a great tool, if you know how to balance it the way the tasks do not distract one another. With that you can have a sense of direction, and not just separate tasks, thanks Irene!
